- Heat the olive oil in a large skillet or Dutch oven over medium-high heat. Add the beef and cook until browned on all sides. Remove the beef from the skillet and set it aside.
- In the same skillet, add the onion, garlic, carrots, celery, and mushrooms. Cook until the vegetables are softened, about 5-7 minutes.
- Sprinkle the flour over the vegetables and stir to coat. Cook for 1-2 minutes to remove the raw flour taste.
- Slowly pour in the beef broth and grape juice, stirring constantly to avoid lumps. Add the Worcestershire sauce, thyme, rosemary, bay leaf, salt, and pepper. Stir to combine.
- Return the beef to the skillet and bring the mixture to a simmer. Reduce the heat to low, cover, and let it cook for 30-40 minutes, or until the beef is tender.
- Stir in the frozen peas and cook for an additional 2 minutes. Remove the bay leaf and discard.
- Preheat your oven to 400°F (200°C).
- In a large bowl, whisk together the flour, baking powder, salt, black pepper, parsley, and chives.
- Add the cold butter and use a pastry cutter or your fingers to work the butter into the flour mixture until it resembles coarse crumbs.
- Pour in the milk and stir until just combined. Do not overmix.
- Transfer the beef filling to a 9x13-inch baking dish or a large oven-safe skillet.
- Drop spoonfuls of the biscuit dough onto the top of the beef filling, spacing them evenly.
- Bake in the preheated oven for 18-22 minutes, or until the biscuits are golden brown and cooked through.
- Let the pot pie cool for 5-10 minutes before serving.

Make Ahead: You can prepare the beef filling a day in advance and store it in the refrigerator. Customize the Herbs: Experiment with different herbs in the biscuit topping like dill, oregano, or basil. Add Extra Veggies: Add potatoes, sweet potatoes, or green beans to the filling for extra heartiness. Freeze for Later: Assemble the pot pie but do not bake. Cover tightly with foil and freeze. Thaw overnight in the refrigerator and bake as directed.
